Robert Dreher
Vice President for Conservation Law

Bob directs Defenders’ legal program, which seeks to advance Defenders’ conservation goals through litigation, administrative law, and policy advocacy. He is also Defenders’ General Counsel.
Before joining Defenders of Wildlife, Bob was a public interest environmental attorney, having served as Deputy Executive Director of the Georgetown Environmental Law & Policy Institute at Georgetown University Law Center, as Deputy General Counsel of the U.S. Environmental Protection Agency during the Clinton Administration, and as co-managing director of the Washington, D.C. office of the Sierra Club Legal Defense Fund (now Earthjustice). He has also represented businesses, governments, tribes, and environmental organizations in complex environmental and natural resources matters in private practice. Bob served as Defenders’ Vice President for Land Conservation from July 2006 to May 2007.
Bob earned his B.A. from Harvard College, M.A. in American civilization from Brown University, and J.D. from Yale Law School in 1981. Bob is an adjunct professorial lecturer at George Washington Law School, where he teaches Federal Natural Resources Law. He is the author of a monograph, NEPA Under Siege, examining ongoing efforts to restrict NEPA’s application, and other articles and reports addressing environmental issues and regulatory takings.
